Subject: Encashment of earned leave along with Leave Travel Concession while in service.

The undersinged is directed to refer to Rule 38-A of CCS (Leave Rules, 1972 regarding encashment of earned leave alongwith LTC while in service which says that Government servants are permitted to encash earned leave upto 10 days at the time of availing Leave Travel Concession subject to the condition that earned leave of at least an equivalent duration is also availed of by the Government servant simultaneously. This Department has been receiving a number of references from various faced by them as the facility of LTC is also admissible while availing Casual Leave.



2. The matter has been examined in this Department in consultation with the Ministry of Finance and it has now been decided to permit Government servants encashment of earned leave upto 10 days at the time of availing LTC without any linkage to the number of days and the nature of leave availed while proceeding on LTC.



3. These orders shall take effect from the date of issue.



4. Formal amendment to the provisions of CCS(Leave) Rules, 1972 are being issued separately.

  2. Sir,
    i availed LTC in dec 2006 and encashed 10 days E.L at the old pay.
    O M dated 23.09.08 states that LTC claims settled will not be reopened.i am not asking to reopen LTC claim.
    However pay for dec 2006 has been revised as per 6th CPC.Therefore arears of encashment of E.L during dec 2006 should be paid.Please consider.

  3. iWhat about Govt. Employees whose spouse are employed in Indian Railways/Airlines and as such are not entitled for LTC. How will they encash LTC

I have been denied from encashing my leaves for 5 days on the ground that the leave is to be encashed at the time of availing LTC as the sanction memo for such encashment of leave was issued by my office after commencement of my tour on LTC. Can anyone clarify it. I had applied for the encashment at the time of appliction for Earned leave but the office issued memo on a later date. Should I suffer for this

  7. i did not avail leave encashment facility while availing LTC this year thinking EL will be credited to leave account.But i have not seen any govt order. What can i do?

  8. I availed LTC in DEC 2008, I had submitted an application for encashment of leave along with LTC advance. I did not get any LTC advance or leave encashment amt as there was no funds.Now my LTC bill has been settled but my accounts guy says the leave encashment can not done. Is that true? Where can i take up my grievance ? Pl help.

    Govt.Depatment and availing LTC facility for the family.I am working in Department of post and not availing the facility therefrom.Can I get the leave encashment while availing LTC facility with my husband??????

    IT IS HEARD THAT EL CAN BE ENCASHED WITHOUT AVAILING LTC ALSO.PLEASE CLARIFY.

    IF THE GOVT.SERVANT NEARING HIS SUPERANNUATION AND DO NOT HAVE ELIGIBILITY FOR LTC CAN ENCASH EARNED LEAVE WHILE PROCEEDING ON ANY KIND OF LEAVE?

  13. how the Earned Leaves will be calculated?
    Is it always like 2.5days/calender month.
    Calender month should always be from 1-30th or can it be e.g. 6 June to 5 July?

    How will you calculate EL if an employee joins the service on 6th Nov? ( EL for period from 6 nov to 31 dec) ?
