Closing of Central Government Offices including industrial establishments in connection with the elections

OFFICE MEMORANDUM




Subject: CLOSING of Central Government Offices in connection with elections to Lok Sabha / State Assembly / Panchayat / Municipalities / Corporation or other Local Bodies - regarding



In modification of these instructions contained in this Department's O.M.No.12/4/86-JCA dated 9th March, 1987, the prescribed for future for closing of Central Government Offices including industrial establishments in connection with the elections indicated above.



(i) The relevant organizations shall remain closed in the notified areas where general elections to Lok Sabha Or State Legislative Assembly are scheduled to be conducted.



(ii) In connection with bye-election to Lok Sabha / State Assembly, only such of the employees who are bona-fide voters in the relevant constituency should be granted special casual leave on the day of polling. Special Casual leave may also be granted to an employee who is ordinarily a rsident of a constituency and registered as a voter by employed in any Central Government Organization / Industrail Establishment located outside the constituency having a general / bye-election.


(iii) In connectin with local body elections, viz., Panchayat / Corporation / Municipality, the Government employee who are bona-fide voters and desire to excercise their franchise should be offered reasonable facility, subject to normal exigencies of service, either by coming late to office or being allowed to leave office early or a short absence on that day.


2. The employees detailed on election duty may also be permitted to remain away from their normal duties on polling day (s) as also on the days required for performing journeys which might be undertaken in order to perform such election duty


The above instructions may be brought to the notice of all concerned.

National Executive of Confederation met at New Delhi on 02.04.2009.

Adopted a resolution unanimously on the role of CG Employees organizations in the ensuing General Elections…

The circular of confederation and the resolution as adopted in the National Executive are reproduced below:

Dear Comrade,

We send herewith the resolution adopted at the National Executive of the Confederation, which met today at New Delhi. Kindly publish the same in your journal and circulate it amongst the employees. We should organize meetings in front of all offices and convey to the members that the ACP orders are not likely to be issued before the election and the Government has not acceded to the demand of the Staff Side to continue the existing practice of effecting ACP on the basis of department specific hierarchical set up. The grant of second installment of arrears of 6th CPC dues is also likely to be delayed and may not be released before August, 2009. The meeting was apprised of the items finalized and forwarded to the National Anomaly Committee. Those who require a copy of thereof, please send us requisition e mail at:
confederation06@yahoo.co.in.


The next meeting of the National Executive will be held in June, 2009. All affiliates are requested to clear the outstanding subscription dues and the special contribution of Rs. 20 per member by 30th May, 2009. The National Conference (the triennial conference) is due in September, 2009. Since the accounts are to be finalized and audited latest by 10th August, 2009, the due date indicated for remittance of dues may please be adhered to.
