Sub: Children Education Allowance - clarification







Subsequent to issue of DOP&T OM No. 12011/3/2008-Estt.(Allowance)
dated 2 nd Sept, 2008 allowing Children Education Allowance 1 Hostel Subsidy ,
clarifications on certain points have been sought by Govt.
servants/Ministries/Departments. The doubts raised by various authorities are
clarified as under :










































(i) What is the definition of ' Year' & 'Hostel Subsidy' as per the OM No.12011/3/2008-Estt.
(Allowance) dt. 2 nd Sept, 2008 on the subject Children
Education Allowance?
(i) 'Year' means academic year i.e. twelve months of complete academic session.

(ii) Hostel Subsidy means expenses incurred by the Govt. servant
if he has to keep his children in the hostel of a residential school away from the
station at which he is posted! or is
residing. It may include expenses
towards boarding, lodging and
expenses as detailed in para (e) of the
original OM No. 12011/3/2008-
Estt.(Allowance)dt. 2 nd Sept, 2008
(ii)What is the amount of reimbursement of Children Education
Allowance for the year 2008-09 in the OM No. 12011/3/2008- Estt.(AL) dt.
2 nd Sept, 2008?
It may be calculated on prorata basis
@ maximum of Rs.1000/-per month
per child w.e.f. 1st September, 2008.
(iii)Whether DOPT OM No.12011/3/2008-Estt.(Allowance) dated
2 nd Sept, 2008 is admissible reimbursement of Children Education
Allowance for pursuing Diploma Course for the initial years
Polytechnic?
In cases where minimum
qualifications for admission in the two years Diploma course in Polytechnic
is 10 th Class and the student joins the polytechnic after passing X class, the
reimbursement of tuition fees shall also be allowed for the 1st and 2 nd year
classes of the above course.
(iv)Whether children attending day-
boarding, whether attached to schools
or not are eligible to draw hostel
subsidy?
No. They are not eligible
(v) Whether the restriction of classes
Nursery to class Twelfth as applicable
for Children Education Allowance is
also applicable for drawing hostel
subsidy?
Yes
(vi)Whether Children Education allowance is admissible for more than
two children in case the number of two children in case the number of
multiple birth?
Yes, if the number of children exceeds two as a result of second child birth
resulting in twins or multiple births.
(vii) Whether Children Education Allowance/ Hostel Subsidy will be
admissible during suspension or leave?
The Children Education Allowance or hostel subsidy shall be admissible to a
Govt. servant while he/she is on duty or is under suspension or is on leave
(including extra ordinary leave).
Provided that during any period which
is treated as 'dies non' the Govt.
servant shall not be eligible for the
Allowance /reimbursement /subsidy
for the period.
(viii) Whether reimbursement of Children Education Allowance as per
OM No. 12011/4/2008- Estt.(AL) dt.11th Sept, 2008 is admissible
disabled Children of Govt. employees who undergoes non formal Education
or Vocational Training or other similar instructions?
Yes. As long as a physically
/ mentally handicapped child studies in
any institution i.e. aided or approved for by the Centrall State Govt. or UT
Administration or whose fees are Administration or whose fees are
approved by any of these authorities,
the Children Education Allowance
paid by the Govt. servant shall be
reimbursed irrespective of
whether the institution is 'recognized'
or not. In such cases the benefits will
be admissible between the age limits 5
to 22 years.




2. This issues with the concurrence of Ministry of Finance.

    please clearify that I one has two daughter (one born before 87 and other born after 87) and one son born after 87, are eligible for children education allowance or not.

    please clearify that If one has two daughter (one born before 87 and other born after 87) and one son born after 87, are eligible for children education allowance or not. OR one is eligible to get only two childrens education allowance in a calender year out of three or more.

  4. Sir,
    CEA is definitely a form of encouraging education and aiding GS. But it is encouraging corruption too, as GS submit fake bills to grab Rs.12,000. Can it not be a fixed allowance granted to all GS at the beginning of academic year on production of proof that children are studying. This will help saving processing time of dealing hands, even while aiding GS meet the genuine educational needs of their children.

    All Railway employees Salaries,PLB Pay Commission arrear should be done through Bank, Cash offices should be close because the revenue which is spoiled like on Divisional Cashier,Cashiers, Cash porter &RPF staff should be used for railway development or other purposes.

  6. A LUM SUMP GRANT OF RS 1000/- PER CHAILD SHOULD BE ALLOWED BY THE GOVT. TO AVOID THE CHAOUS OF SUBMITTING BILLS IN SUPPORT OF CLAIMS ETC. MOST OF THE EMPOYEES SUBMITTE FURGEE AND INFATED CLAIMS

  7. Sir,

    KVS is denying children education allowance to its teacher employees with the contention that VVN (Vidyalaya Vikas Nidhi) is not coming under the Definition of Children Education Allowance !!

    VVN is not defined anywhere but charged from all students from Class 1 to Class 12. Separate tuition fees is charged from Class 9 in addition to VVN. No other fee like Library Fee, Laboratory Fee, Sports/Games Fee, Bldg maintenance fee, furniture fee is charged from students but the KVS is not reimbursing VVN to its employess. This is highly objectionable and misinterpretation of the spirit of the circular & 6CPC recommendation.

  8. Sir, My son is studying in Kendriya Vidyalaya.Whereas his Computer Fees has been paid the Nidhi was denied.Nidhi is a major chunk of his total fees.I do not have total clarity on reimbursement of the Nidhi fees.Help me out on : sekharam@rediffmail.com

  9. As per the reccommendations of the sixth pay commission some expenses towards CEAS have been covered but the transportation cost for carrying the children to the school has not been covered. In big cities like Mumbai, this contributes towards a major expense and this cost comes out to be around Rs. 600/- per month which is more than what we pay to the school. To avoid mitigation and hardship suffered by the parents to meet this expense, DoPT may consider inclusion of transport cost in the CEAS. May be intimated at rajeshmishrakumar@gmail.com

    I wanted to ask you that i m having three children 2 daughters and one son as my first child(daughter) is suffering from cerebral pailacy 75% and not studing in any school or institute so i am not getng any allowance for her so in place of her do i be getting that for my son

  11. Respected Sir,

    with reference to DOPT order for CEA for two children upto 12th std. It includes Tution fee, admission fee ,laboratory fee etc. but school charges misc. fees. gratuity fee etc. which are not covered under CEA and not reiimbursed by the office. Also Sports fees/ Game fees which students are taken admission in private academy which is also payable or only school admission for games or sports will be reimbursed. Please clarify whether sports /game fee can be claimed without school receipts like purchase of school uniforms and submit the receipt.

  12. What is meant by one set of books. My daughter reads in class XII. The school has issued no booklist for the class XII. I think no school issues booklist for class XI and XII. I have purchased three text books of physics, three text books of biology, two text books of chemistry and two text books of mathmetics. As such I have submitted all the bills for the purchase of those books to my office for reimbursement. My office says one set of books means one book for each subject. My bills does not exceeds the limit as stipulated in the scheme (CEA).
    I would like to know whether should I be reimbursed all the expenses I have made for the purchase of those books. Please let me know.

  13. SIR,CEA ORDER SHOULD CLARIFY THAT UPTO WHAT AMOUNT ONE SET OF SHOOL DRESS&SHOES ARE REIMBURSIBLE.TUTION FEE ARE PAID FOR 10 MONTHS FROM APRIL TO MARCH EXCEPT MAY &JUNE. WOULD WE ARE ELEGIBLE FOR Rs. 12000.BECAUSE PER MONTH 1000 CRITERIA ACCEPTS 10000 IN A YEAR.

  16. Sir, Please clarify weather Group "D" Air Force staff working in bangalore area are entitiled for issue of woollen jeresey as per SWAMY's compilation on uniforms page 61 appendix II.
